An anonymous panel of wireless industry experts from around the world has been selected by Qualcomm to review all nominated applications, using a "scorecard" system for each entry. Judging for each award category will be based on: Originality, Ease-of-use, Cool Factor and Features.

Three finalists will then be selected from each of the six award categories. The three finalists will be selected based on a points system. The application receiving the highest total number of points in its category will be named the winner of the category.

The three finalists in each category will be notified and announced prior to the BREW 2004 Developers Conference and will be asked to attend the award ceremony to be held during BREW 2004. Each finalist will be supplied with additional information in the weeks prior to the conference.
